This is a Management Service position and therefore serves at the
pleasure of the Appointing Authority ("at-will").

The Maryland Department of General Services (DGS) is looking to hire a talented and experienced Chief Compliance Officer within our Office of External Affairs. The Chief Compliance Officer oversees and advances the compliance framework through rigorous training initiatives, and conducts thorough internal investigations into possible misconduct. Reporting directly in accordance with the Governor's Executive Orders, the Chief Compliance Officer will orchestrate the Department's ethics program and ensure adherence to the DGS Code of Conduct, the DGS Corporate Compliance Program Policy, and state and federal statutes.

This position will make referrals per the Governor's Executive Orders and coordinate the Department's Ethics Program. The Chief Compliance Officer will serve as a crucial liaison with federal agencies, ensuring strict compliance with mandated regulations under the False Claims Act, Federal Deficit Reduction Act, and State Procurement guidelines. Additionally, the Chief Compliance Officer will interface with key stakeholders such as the Attorney General, Comptroller, State Ethics Commission, Office of Legislative Audits, and other relevant bodies, both within and outside the Department.

The Chief Compliance Officer routinely acts as the Office of Internal Controls, Audit Compliance & Information Security (IAC/S) and liaison with the Attorney General's Office, the Comptroller, the State Ethics Commission, the Office of Legislative Audits, appointing authorities and facility directors within the Department, as well as counterparts in other State and Federal agencies. This position will also be responsible for working directly with the Office of Legislative Audits regarding the Department's audit process, including serving as the point of contact to coordinate activities throughout DGS, responding to questions, and following up with divisions regarding audit findings. This position will ensure that divisions with audit findings make the necessary corrections. The Chief Compliance Officer will develop robust policies and procedures outlining the operational framework of the compliance and audits office, encompassing risk assessment, internal controls, monitoring mechanisms, and remedial actions, as needed.

The Chief Compliance Officer will play a pivotal role in safeguarding organizational integrity and promoting accountability across all operational facets within the Department.

DESIRED OR PREFERRED QUALIFICATIONS
•Bachelor's degree in Law, Business Administration, Public Policy, or a related field. Master's degree or J.D. is preferred.
•At least 6-8 years of experience in compliance, risk management, auditing roles or regulatory affairs, with at least 3-5 years in a senior role overseeing compliance and auditing functions for an organization.
•In-depth knowledge of relevant laws, regulations, and industry standards, and a proven ability to design, implement, and manage comprehensive compliance programs to mitigate risks and ensure regulatory adherence. Familiarity with Maryland regulations, laws, and executive orders pertaining to compliance.
•Strong experience in identifying, assessing, and managing compliance risks, including developing effective internal controls and compliance monitoring systems.
•Experience conducting compliance audits and internal investigations, including handling internal reporting of violations and ensuring appropriate corrective actions. Proficiency in documenting and reporting compliance findings to boards, regulators, and external auditors.
•Experience in drafting, revising, and enforcing policies and procedures related to compliance and regulatory matters.
•Ability to develop training programs to educate employees on compliance responsibilities and ethical conduct.
•Excellent verbal and written communication skills, with the ability to clearly convey complex compliance issues to senior management and employees at all levels.
•Strong ethical leadership and decision-making abilities, with a demonstrated track record of fostering a culture of integrity and accountability within an organization.
•Professional certifications such as Certified Compliance & Ethics Professional (CCEP), Certified Regulatory Compliance Manager (CRCM), Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA).
