Job Description

The Massachusetts Health Connector seeks a Chief People Officer (CPO) who will lead the agency’s Human Resources functions and build and foster organizational culture that supports advancement of our mission and strategic plan and our commitment to being the best place to work. The CPO is responsible for end-to-end development and execution of the Health Connector’s people strategy, including benefits and compensation, organizational culture, employee experience and success, diversity, equity, inclusion, and engagement, performance development, and recruitment and retention.

The CPO is a member of the agency’s Executive Team and reports to the Executive Director. The CPO will review and refresh the core human resource functions including hiring processes, onboarding, performance management, and retention. Evaluating the agency’s current HR technology platform and overseeing any improvements will also be in this executive leader’s purview.

Key Responsibilities Include

Lead Strategies to Foster Positive Organizational Culture

  • Develop and execute strategies to foster positive organizational culture that celebrates excellence, inclusion, connectivity, and growth;
  • Develop and execute strategies to imbue diversity, equity and inclusion in our organizational spirit, activities, and policies; and
  • Oversee annual/periodic staff perspectives survey and other modalities for soliciting and responding to staff perspectives, needs, and ideas.

Recruitment, Hiring, On-Boarding

  • Partner with business owners to develop and implement targeted, forward-thinking recruitment strategies to foster a robust and diverse applicant pool for all openings;
  • Manage the agency’s hiring process to ensure consistency across departments and appropriate communication across staff; and
  • Collaborate with Learning and Development team in on-boarding and agency orientation for new staff members and ensure department and/or program level orientations are standardized and effective.

Professional Development, Performance Management, and Retention

  • Train, coach, and support managers to navigate evaluation, training, promotion, discipline, termination, and other people functions;
  • Collaborate with managers to update job descriptions across the agency as needed and implement a system for periodic review and updates to descriptions;
  • Lead the implementation of an improved performance management system for employee evaluation; and
  • Partner with Learning and Development and business owners to enhance a suite of staff trainings that support professional growth and development to advance our organizational mission and strategy, and serve as executive lead in partnering with external trainers, as appropriate.

General HR Administration and Systems

  • Supervise the agency’s HR Generalist in accurate, complete, and timely payroll and benefits administration.
  • Periodically review the Health Connector’s salary scales and benefits plan for consistency and competitiveness;
  • Understand relevant laws related to personnel management and maintain compliance with these laws in HR processes and actions;
  • Evaluate, manage, and improve HRIS systems with technical support from the Health Connector IT team and external vendors as needed.

Experience & Qualifications

  • Bachelor’s degree required, master’s degree preferred in a related field such as Human Resources, Business Administration, or Organizational Development
  • Minimum 7-10 years of human resources / “people operations” experience across a range of competencies.
  • Demonstrated experience leading HR department(s) through change.
  • Demonstrated organizational leadership and decision-making capability at a senior management level, including ability to align interests and achieve goals through coordination and collaboration with cross-functional teams, including where no direct reporting relationship exists.
  • Demonstrated ability to evaluate, improve, and champion changes in HR policies and procedures to staff and executive leadership.
  • Excellent verbal and written communications skills, including editing skills with strong attention to detail.
  • Demonstrated ability to exercise sound judgment and maintain confidentiality when dealing with sensitive matters.
  • Experience with ADP and HRIS software preferred.

Knowledge, Skills, and Abilities

  • Principles of recruiting, training, workplace safety and organizational development.
  • Applicable state and federal rules and regulations governing HR functions, payroll, and benefits.
  • Principles and practices of personnel administration, personnel files, confidential records management, and effective customer service practices.
  • Principles, practices and methods of compensation and wage structure research and analysis.
  • State government organization, operations, and procedures preferred.

Salary: $ 160,000 - $ 170,000/year

  • The Health Connector is operating on a hybrid work arrangement with 2 days in the downtown Boston office and 3 days working from home.
